The idea here is to either the build a website from scratch or buy an existing one and then sell it for a profit. This is process is also known as "site flipping". Usually websites gain value over time and so the key to making a large profit through site flipping is to generate traffic and monetize the site before selling.

Normally the profit calculation is based on projected future income of the website. So for example, if you've built enough traffic to generate say $500 every month, you’ll need to find a buyer willing to pay 12 months of income or $6,000 for your website, its really simple.
